This applies to every country in Europe." followed by, "If you absolutely positively must talk while driving, (as of today) the use of hands free devices is legal everywhere in Europe except Portugal." so am i correct in understanding that it is both legal and illegal? i’m going on a trip soon and was interested in this article. however, i got a bit confused at the end when two contradicting things seem to be said:
